In a recent report from Shared Hope International, Illinois received an “F” grade for its handling of child sex and human trafficking.
While some improvements have been noted, the report underscores the pressing need for additional resources and a more comprehensive approach to tackling this critical issue.
Challenges in Combating Human Trafficking
ABC7 Chicago reported on the alarming findings and highlighted the challenges faced by survivors and the shortcomings in the state’s response.
Brenda Myers Powell, a survivor of child sex trafficking and CEO of the support organization Ernestine’s Daughter, emphasized the ongoing struggle to secure adequate resources for survivors in Illinois.
Despite progress in certain areas, Powell revealed that many trafficking victims, including herself, end up in jail under the guise of protection, illustrating a lack of suitable support systems.
Elizabeth Payne, CAASE Legal Director, shed light on a concerning statistic, stating that only 10% of arrests for prostitution target pimps, traffickers, or buyers, highlighting systemic issues within the legal system.
Powell echoed the sentiment, emphasizing the need for a more victim-centered approach and increased funding to combat the epidemic of human trafficking.
The annual report card by Shared Hope International assessed Illinois on various aspects of its response to human trafficking. While the state received a “B” in criminal provisions, it garnered an “F” in critical areas such as continued care for victims, prevention, and training for law enforcement, juvenile justice agencies, and prosecutors.
The report brought attention to the stark funding disparities in addressing human trafficking. Out of the $115 million allocated for gender-based violence services, only $100,000 is dedicated to specialized services for human trafficking victims, constituting less than 1%. Survivor advocate Powell stressed the urgent need for increased state funding to effectively combat the pervasive issue.

Illinois Responds to Human Trafficking Report
In response to the report, the Department of Human Services highlighted initiatives taken to address the issues raised.
These include increased prevention and training for the Department of Children and Family Services, the establishment of the Trafficking Enforcement Bureau to combat exploitation, and the training of over 1,000 state officers to handle sex trafficking cases.
The state emphasized Governor Pritzker’s leadership, citing investments of hundreds of millions of dollars in domestic violence and human trafficking prevention infrastructure since 2018.
The response highlighted efforts such as the broadening of the Temporary Assistance to Needy Families (TANF) program and mandatory training for hotel employees to recognize and report human trafficking activities.
Illinois faces significant challenges in combating child sex trafficking, as evidenced by Shared Hope International’s recent report. The call for increased resources, comprehensive prevention strategies, and a victim-centered approach remains urgent.
The state’s commitment to addressing these issues is evident, but the report underscores the need for continuous efforts, collaboration, and advocacy to create a safer environment for survivors and prevent future cases of human trafficking.
