In a progressive move aimed at supporting low-income mothers, Delaware is set to introduce a new pilot Guaranteed Income Plan, offering financial assistance of up to $1000 per month for two years in selected Wilmington and New Castle ZIP codes.
This groundbreaking initiative comes as part of ongoing efforts to address financial challenges faced by expectant mothers and promote overall well-being during pregnancy.
Qualifications and Evaluation
To qualify for this program, expectant mothers must be in the first or second trimester of pregnancy and commit to participating in quarterly evaluation sessions.
The criteria are designed to ensure that the assistance reaches those who need it most, creating a targeted and impactful approach to financial support.
Early reports indicate that the Guaranteed Income Plan has already yielded positive outcomes, with a remarkable 324% return on investment.
The program’s success is measured by a reduction in hospital stays, lowering costs by $229,520, and a decrease in emergency department visits, resulting in savings of $21,600.

Guaranteed Income Plan Notable Benefits to Claimants
Claimants of the Guaranteed Income Plan have reported significant benefits, including:
- Increased Access to Prenatal Care: 89% of mothers receiving financial support have utilized the funds to access essential prenatal care, contributing to healthier pregnancies.

Melissa Minor-Brown, Delaware Majority House Leader, expressed enthusiasm about the program’s success, stating, “At this time, we are focused on sharing the strong results of this pilot with our partners and the public. The ultimate goal would be a continuation and expansion of the GBI program throughout Delaware.”
Victoria Rodriguez, a 29-year-old mother who became pregnant in 2021 while still a student, shared her experience as a beneficiary of the program.
Rodriguez utilized the funds for car payments, rent, groceries, and necessities for her child, particularly formula, which costs $50 per month. Reflecting on the impact of the Guaranteed Income Plan, she noted, “It helped immensely because at the time I was struggling just to keep afloat with my job.
Formula is very expensive, along with diapers, without it, it would have been really, really tough. I’m not sure how we would have done it.”
Delaware’s Guaranteed Income Plan represents a step forward in addressing the financial challenges faced by low-income mothers during pregnancy.
With positive early outcomes and the potential for sustainable expansion, this pilot program stands as a testament to the positive impact that targeted financial support can have on maternal and infant well-being.
As stakeholders consider the future of the program, stories like Victoria Rodriguez’s highlight the real and tangible benefits that such initiatives can bring to the lives of those in need.
