SNAP Benefits Expansion Proposal Aims to Aid Pennsylvania College Students

The Supplemental Nutrition Assistance Program (SNAP), which has historically been ineligible for college students due to their student status, may soon be available to some college students, according to a significant policy shift announced by the Trump Administration.

This creative action is in response to the changing demands of college students, especially in these uncertain economic times. Even though their student status would normally prohibit them, under the new flexibility, students can get SNAP benefits if they meet particular qualifying standards.

Qualifying for SNAP Benefits as a College Student

To be considered eligible, college students must be enrolled in a qualifying employment and training program.

Traditionally, students enrolled at least half-time are excluded from SNAP benefits unless they meet existing exemptions from work requirements.

These exemptions take into account various factors such as enrollment status, income, caregiver status, age, and disability status.

The recent policy change introduces a fresh approach. A student can be granted an exemption under the new flexibility if their enrolled program meets the following criteria:

  • Primarily Serves Low-Income Households: The program must primarily cater to students from households with low incomes.
  • Operated by Government Entities: The program must be run by a state or local government or an instrumentality thereof.
  • Meets SNAP E&T Criteria: The program must provide at least one allowable activity under SNAP Employment and Training (E&T) criteria.

Colleges Can Play a Role in Facilitating SNAP Benefits

To facilitate this new flexibility, colleges have the opportunity to request approval for their employment and training programs. The process involves completing the SNAP College Program Checklist and emailing it to the Department of Human Services at [email protected].

Navigating the SNAP Application Process

For those interested in applying for SNAP benefits, there are various avenues available:

  • Online: Utilize the COMPASS platform to apply or renew SNAP benefits online.
  • Phone: Apply via phone by calling 1-866-550-4355 from Monday to Friday, 9 am to 5 pm.
  • In Person: Submit your application at your local county assistance office. You can access the application form at the office or download it from the official website.

Additionally, students enrolled in specific programs that promote employability may be eligible for a student exemption, even if they don’t meet the criteria outlined under the new flexibility.

These programs include TRIO Upward Bound, Gaining Early Awareness and Readiness for Undergraduate Programs (GEARUP), Education Leading to Employment and Career Training (ELECT), Title II Adult Basic Education, Chafee Education and Training Grant (Chafee ETG), Act 101 Programs, and Fostering Independence Tuition Waiver Program (FosterEd).
