The Guaranteed Income Program is a $6 million proposal that offers Americans a monthly direct $1,000 ‘Joy Bank’ payout. This initiative is taking place in the city of Philadelphia, which offered it to its inhabitants, but those who want the money must meet specific conditions in order to qualify.
The Department of Public Health has a strategy in place to conduct a pilot program in the early stages of 2024. The William Penn Foundation and Spring Point Partners have contributed $3 million to this program known as Philly Joy Bank.
Philadelphia Community Action Network, Community Action Network Partnership
The guaranteed income pilot program is a collaboration between the health department and the Philadelphia Community Action Network (CAN). These groups are still working to close racial gaps in newborn mortality.
The program is supported through donations, with the William Penn Foundation and Spring Point Partners having already received $3 million.

Who’s Eligible For Guaranteed Income Program?
Expectant moms in Cobbs Creek, Strawberry Mansion, and Nicetown-Tioga are eligible for this program. It has the largest proportion of low birth weight babies. We’re also talking about a program with a capacity of 250 people.
Participants who are chosen will be offered financial advice, breastfeeding support, and doula services. Stacey Kallem, the director of the health department’s division of maternity, child, and family health, unveiled the pilot last Monday at City Hall.
