A government-ordered inquiry in the UK has uncovered alarming lapses in hospital procedures that allowed an electrician, later convicted of murder, to engage in necrophilia with over 100 corpses over a 15-year period without being detected.
The disturbing case of David Fuller, whose crimes were unveiled in 2020, highlights serious deficiencies in management, governance, and regulation, prompting a comprehensive investigation to understand the systemic failures that allowed such offenses to occur.
Electrician’s 15-Year Spree of Violations
David Fuller’s necrophilia came to light during a murder investigation in 2020, revealing not only his involvement in two slayings in 1987 but also his extensive abuse of corpses in hospital mortuaries where he worked.
The inquiry sought to examine how Fuller’s actions went undetected for an extended period and to implement measures preventing such abuses in the future.
The 308-page inquiry report details how Fuller, an electrical maintenance supervisor, committed 140 violations against the bodies of at least 101 girls and women between 2005 and 2020.
The report emphasizes that the offenses were facilitated by systemic failures in management, governance, and a lack of curiosity among hospital staff. It stresses that victims and their families were repeatedly let down by those responsible for their care.
The inquiry, led by former NHS chief executive Jonathan Michael, made 17 recommendations to address the identified shortcomings.
These include the installation of surveillance cameras in mortuaries and post-mortem rooms, as well as the requirement for non-mortuary workers to be accompanied by another staff member when entering the mortuary. While some recommendations have already been implemented, others are expected to be put in place promptly.
Miles Scott, chief executive of Maidstone and Tunbridge Wells NHS Trust, expressed deep regret for the pain and anguish experienced by the families of Fuller’s victims.
He acknowledged the gravity of the situation and assured that the majority of the report’s recommendations had been adopted. However, family members of the victims expressed shock and disbelief, with some calling for further accountability within the NHS leadership.
