The Congressional Commission on the Strategic Posture of the United States highlighted in their report that failure to adopt the strategic posture would place U.S. vital interests and international stability at risk during the 2027-2035 period.
Critical Defense Proposals by Congressional Commission
The report emphasized the pressing need for adjustments, especially considering the presence of two nuclear peer adversaries, each with ambitions to change the international status quo, by force, if necessary.
The report advocates for a significant review and enhancement of the size and composition of the U.S. nuclear force, acknowledging the possibility of combined aggression from Russia and China.
The United States needs a nuclear posture that can simultaneously deter both nations and must stop viewing China’s nuclear arsenal as a ‘lesser included’ threat. Republican members echoed the report’s warnings about the seriousness of the situation and underlined the need to strengthen the U.S. military and its nuclear deterrence.

US National Security Wake-Up Call
Senator Roger Wicker stressed that the findings serve as a wake-up call for the national security community, emphasizing the need to enhance the nuclear submarine industrial base to augment production and reduce repair time.
Representative Mike Rogers, Chairman of the House Armed Services Committee, reinforced the need for reevaluating the U.S.’s strategic posture, especially in the face of simultaneously deterring two near-peer nuclear adversaries. He emphasized that the U.S. nuclear deterrent’s current trajectory is inadequate to counter the impending threats posed by China and Russia.
Established by the National Defense Authorization Act for fiscal year 2022, the Congressional Commission on the Strategic Posture of the United States, under the leadership of Madelyn Creedon and former U.S. Senator Jon Kyl, was tasked with evaluating the nation’s long-term strategic posture.
The report emphasizes the need for immediate and comprehensive reforms to secure U.S. interests and international stability against evolving nuclear threats.
