Invasive Surveillance: The Dark Side of AI Monitoring of Activists and Journalists

The United Nations (UN) has expressed deep concern over the alarming misuse of artificial intelligence (AI) technology for the purpose of surveillance of activists and journalists.

According to a UN expert, these invasive practices are being carried out under the guise of preventing terrorism, posing a significant threat to human rights and freedom of expression.

AI Surveillance’s Impact on Individuals’ Rights

The UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, in a recent report, highlighted the increasing adoption of AI-based surveillance systems by governments and other entities.

The report shed light on the disturbing trend of these technologies being misused to target individuals critical of government policies or involved in activities related to human rights advocacy and investigative journalism.

Under the pretext of national security and counterterrorism efforts, governments are utilizing AI surveillance tools to monitor, track, and profile activists and journalists. Such practices not only undermine the privacy and autonomy of these individuals but also create a chilling effect on freedom of expression, deterring dissent and stifling legitimate voices of opposition.

The use of AI for surveillance purposes raises serious concerns about the potential for abuse and discrimination. Biased algorithms and automated decision-making systems can lead to unjust targeting and the infringement of fundamental rights.

The UN expert emphasized the urgent need for robust legal frameworks and effective oversight mechanisms to ensure accountability, transparency, and respect for human rights in the deployment of AI surveillance technologies.

The report further emphasized the responsibility of technology companies to uphold human rights principles and avoid complicity in human rights abuses. It called on governments to engage in meaningful dialogue with civil society, technology experts, and other stakeholders to establish guidelines and regulations that prevent the misuse of AI technology and protect individuals’ rights.

The UN expert’s report serves as a timely reminder of the potential dangers posed by the misuse of AI surveillance tools. It calls for collective action to safeguard human rights, protect freedom of expression, and ensure that AI technology is used ethically and responsibly.
