A former Kansas police officer pleaded guilty to sexually assaulting victims after questioning them about drugs and then stopping them.
Todd W. Allen pled guilty on Monday to 12 felony sex charges and five breaches of privacy charges in accordance with a plea agreement. As part of the agreement, he must serve a minimum of 20 years and no more than 23 1/2 years in prison.

Law enforcement in Kansas According to the report, Allen posted a $250,000 bond and is free until his sentencing in May, at which time he must wear an ankle monitor. He agreed to register as a sexual offender and waive his right to a jury trial as part of his plea deal.
Allen was arrested in August 2022 and initially charged with 17 felonies, including rape, sexual battery, and indecent liberties with a child between 14 and 15 years old, according to the authorities.
At the time, the victim was between 14 and 15 years old. Allen was assaulted multiple times while serving as a police officer for the city of Hutchinson between 2012 and 2018.

Allen’s Modus Operandi
Five infractions of invasion of privacy were filed against him in 2019 after he resigned from the police force and began working as a security guard at Hutchinson Regional Medical Center. These occurrences occurred following his resignation as a police officer.
According to documents filed with the court, ten individuals were sexually assaulted.
The majority of Allen’s victims were allegedly in vehicles with a friend, brother, or partner when they were requested to get out, according to the prosecution. He would then attack the male passengers in a sexual manner. Inquiring about their drug use, Allen allegedly attacked the victims.
Allen was apprehended after being spotted on a video surveillance tape belonging to a citizen who was observing a fence from a distance. According to the case documents, he had engaged in the practice of looking through windows on multiple occasions in the past.
Thomas Stanton, the district attorney for Reno County, claims that Allen was not engaged in official activities when the sexual attacks occurred.
