A federally financed program called the Energy Assistance Program (EAP) offers financial assistance to those in need so they can pay their heating and electricity bills.
EAP is a one-time annual benefit, therefore it doesn’t help people with all of their heating and electricity expenses.
Energy Assistance Program
To be eligible for this benefit program, you must need help paying your home energy expenses. A person may automatically qualify for a number of other assistance programs, including SNAP, SSI, and TANF, if they take part in them or have family members who do.
The State of Maryland offers its residents access to an online platform where they may track the progress of their applications for energy assistance. Your last name, birth date, and the final four digits of your Social Security number are all that is required.
Make sure you give the application 15 days to appear after the date you submitted it.

The water crisis program provides assistance with a one-time payment every fiscal year for homes that qualify. LIHWAP is a one-time initiative that was developed and funded in accordance with the American Rescue Plan Act and Consolidated Appropriations Act.

- a proven water emergency, lost service, or will lose service within 72 hours
The public drinking water or wastewater utility must be a participating provider in order to be eligible for LIHWAP. Elderly, disabled, or families with young children under five will be given priority.
Each program only permits one payment per home, per year. Payments made through LIHWAP must be credited to the water or sewer bill. Approved payments cannot be used to pay for cable, garbage, or any other services.
